On 20 December 2022, the OECD published a document on “Safe Harbours and Penalty Relief”, which introduces a Transitional CbCR Safe Harbour. This initiative was intended to provide certainty and relief for companies.

However, the recent publication by the OECD on 18 December 2023 introduced new rules that have a significant impact on the application of the Transitional CbCR Safe Harbour. Particularly affected are the rules on the treatment of purchase price adjustments (PPAs), which pose new challenges for companies.
